The Aquarian Empire was characterized by an autocratic form of government and large territorial holdings in Nora and the areas surrounding the Blood Sea. The term is used to describe the Aquarian state during and after the time of the first emperor, Pangus the Dragonblooded.

The draconic term Imperium Aquarium (Aquarian Empire), probably the best-known draconic expression, indicates the part of the world under Aquarian rule. Aquarian expansion began in the early days of the Empire, but reached its zenith under Emperor septimus-tremanus. At this territorial peak, the Aquarian Empire controlled approximately two thirds of Nora. Because of the Empire's vast extent and long endurance, Aquarian influence upon the language, religion, architecture, philosophy, law, and government of nations and kingdoms around the world lasts to this day.

The series of conflicts known as the Demon Wars lead significantly to the downfall of the Aquarian Empire. The catastrophic Moonfall only acted as the final nail in the Empire's coffin.

Located along the Blood Sea, it became one of the largest empires in the world.

In its centuries of existence, Aquarian civilization shifted from a democratic republic to an autocratic empire. It came to dominate western Nora and the Kalkan Region through conquest and assimilation.

Aquaria contributed greatly to the development of law, war, art, literature, architecture, technology and language in Nora, and its history continues to have a major influence on the world today.

Kingdom (c1,600 - 1,500 PI)

Republic (c1,500 - 1,200 PI)

The republic had no centralized leader, the senate acted as the entire highest tier of government. However, during times of war, a temporary Dictatori was named.

In 1365, a law has been passed - The Civilian's Law; which gave civilians the ability to become citizens through military service.

The great accomplishment of the Civilian's Law was in that it deprived the citizens of their greatest weapon over the civilians. Thus, the last great political question of the earlier era had been resolved. As such, no important political changes would occur between 1475 and 1333 PI. The critical politics of this era were still enacted by the land owning citizens. In effect, the civilians were satisfied with the possession of power, but did not care to use it. The senate was supreme during this era because the era was dominated by questions of foreign and military policy. This was the most militarily active era of the Aquarian Republic.

The final decades of this era saw a worsening economic situation for many plebeians. The long military campaigns had forced civilians to leave their farms to fight, only to return to farms that had fallen into disrepair. The landed aristocracy began buying bankrupted farms at discounted prices. As commodity prices fell, many farmers could no longer operate their farms at a profit. The result was the ultimate bankruptcy of countless farmers. Masses of unemployed civilians soon began to flood into Sofia, and thus into the ranks of their tribunes. Their economic state usually led them to vote for the candidate who offered the most for them. A new culture of dependency was emerging, which would look to any populist leader for relief.

Two types of Aquarian; citizens and civilians. Citizens take an active role in the polis, having earned the right to vote through military service. Aftewards they became non-landowning citizens and were able to suggest bills to take to the senate and to bare arms.

Names

Given Names: Gaius, Gnaeus, Marcus, Quintus, Publius, Tiberius, and Titus.

Citizens have a second name from their patron house, civilians are named after their closest town.

Symbolism

Holy Symbol of Aquaria is the Lion. The state color is gold, the color of the sea. (In the early language, the words for gold and blue were the same).

Magic

Before the advent of human wizardry, in Aquaria magic was usual found in the form of hereditary sorcery.

  • Dragon Magic: Legally only found in the Imperial family and high nobility, dragon magic is claimed to be bourne from dragon ancestry. It is the only legal source of magic.
  • Chaos Magic: Magic born from the forces of chaos and evil. There are said to be some cases of those with dragon magic bloodlines who were officially labeled as chaos mages due to their ignoble birth.

  • Emperor: the central religious authority as Pontifex Maximus, and centralized the right to declare war, ratify treaties, and negotiate with foreign leaders
  • 2 consuls: acting as chancellors
  • Praetor to each consul: acting as military general
  • Censor: treasurer and census taker
  • Questor: part treasurer and part judge
  • Aedil: police chief
  • Senate: a council of nobles
  • Tribune: a council of citizens
